After the announcement on our website about the pipes removal from Rakitska river work action, DRSP movement has sent a notice to all competent institutions about our intentions.
Invites have been sent to: Ministry of Construction, Traffic and Infrastructure, Ministry of the Environmental Protection, Ministry of Mining and Energy, Ministry of Agriculture, Forestry and Water Management, Environment Protection Institute of Serbia and PE "Srbijavode".
Details can be read from the attached photo.
Within a few days, the only reply was received from the Ministry of Construction, Traffic and Infrastructure, and it came directly from the highest position in the Ministry.
Details can be read from the attached photos.
DRSP movement has used this opportunity and sent a clarification and reasons why we decided to take this step.
"To all the arguments we submitted during our three-year long combat to reveal the scars from SHPP, Ministry of Construction, Traffic and Infrastructure has only found time to send some approximate answers, procrastinate, shift responsibilities and publicly confess that the Ministry inspectors haven't controlled any of the SHPP built until the mid-2019." - quotation from the reply sent to the Ministry.
Details can be read from the attached photos.
We would like to emphasize once again the conclusion from the DRSP explanation in our reply to the Minister.
DRSP movement, citizens of Serbia and residents of village Rakita, don't care about any new delays, responsibility and jurisdiction shifts. We stood up to be heard better and in Rakita we made to be seen better. Just like SHPP "Zvonce" every other SHPP on Serbia's territory has been built by trampling civil rights, the Constitution and the Laws of Republic of Serbia.
Gentlemen Ministers, PMs and President, construction permits are not the ultimate document you've sworn above. You took your oath on the Constitution, to the citizens and common sense.
This way we remind you about your duty to act in accordance with the Law on ratification of the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (Aarhus Convention) from 12 May 2009 (The Official Gazette of Republic of Serbia - International contracts 38/09) and allow citizens to participate in (non-)issuing this construction permit.
We will otherwise need to use all available legal means, which we already do by submitting appeals on the issued exploitation permit for SHPP "Zvonce", which are booked in the unified e-procedure system under the following IDs: ROP-BAB – 28523-APEL-13/2020 I ROP – BAB-28523-APEL-12/2020 and which are in the resolution process.
